I heard an interview on the BBC this morning with the head of PLAN International -- an organization which, by the way, is very active in Haiti and the DR and has my utmost respect--reporting that llittle has been heard from the government of Haiti.

I draw international donors attention to the fact that the government has no communication sytem and the President has asked for FIVE SATTELLITE TELEPHONES
